LA IHSS: Vote Now to Secure Quality Wages for Quality Home Care

After months of standing strong together, your LA IHSS Bargaining Team has reached a one-year tentative agreement with Personal Assistance Service Council (PASC) for LA, running from January 1, 2026 – December 31, 2026.

In spite of a fiscal crisis facing the county, we secured a strong wage increase through shifting health care savings and securing new investments. This victory will bring over $400 million in combined federal, state, and local funds to caregivers in 2026.

Now it’s up to YOU, Los Angeles IHSS caregivers, to vote and make it official! Your Bargaining Committee recommends a YES vote, but you must vote by October 24, 2025 to lock in these improvements.

This agreement represents progress for caregivers, the people we care for, and the future of home care in LA County. It moves us closer to our shared vision of Quality Wages for Quality Home Care, a vision we’ve carried loud and proud throughout this campaign.

Key Highlights of the Tentative Agreement, once ratified, will include:

Wage increases: Starting January 1, 2026, caregiver wages will increase by $1.14 per hour, raising pay from $18.50 to $19.64.

  • $0.40 California minimum wage increase
  • $0.74 additional raise won through bargaining
  • Wages will remain $2.74* above the state minimum wage going forward.

Health Benefits:

  • Surplus healthcare funds shifted to wages without reducing benefits.
  • Providers will be notified of any proposed changes to health benefits and have the right to negotiate.
  • Provider health premiums remain at $1.00 per month.

Expanded Training:

  • Personal Assistance Services Council (PASC) will seek additional funding for caregiver training programs, giving providers access to skill-building opportunities and resources to provide high-quality care.

Strengthened Health & Safety:

  • $100,000 in new county funding for PPE such as gloves, masks, gowns, and sanitizer.
    • SEIU 2015 will continue distributing protective supplies to caregivers.
  • Commitment to eliminate harassment, including sexual harassment, by educating caregivers on their rights and holding consumers accountable to maintain safe, respectful workplaces.

Other Key Wins

  • Orientation Access: New providers will get 30 minutes of guaranteed union access during orientations.
  • Registry Fairness: Work referrals must align with a provider’s geographic area.
  • Paid Time for Representation: Up to 120 hours of paid time per month for designated stewards to assist other providers and resolve issues.
  • Back-Up Providers: BUAP caregivers will receive a $3/hour premium over the regular rate.
