In-Home Supportive Services (IHSS) is a social service that allows people who need long-term care to receive it in the comfort and safety of their own homes. In Solano County, nearly 7,000 IHSS workers provide long-term care services (including household work, personal care services, and paramedical services) to older adults and people with disabilities.

In our last union contract, we increased wages to $1.20 above the minimum wage, secured personal protective equipment from the Public Authority, and protected funding for our healthcare program.
But since then, our current wage has been outpaced by the rising cost of living. Solano’s home care providers currently earn $17.70 an hour, but the living wage for one adult without children in the county is $28.22 according to MIT’s living wage calculator. Without IHSS workers, our neighbors who receive services through IHSS would lose access to essential long-term care.
We’re bargaining a new contract that increases wages and improves benefits for workers and guarantees equitable access to long-term care for all who need it in our community. With the collective power of every Solano IHSS worker, we can improve our jobs and increase access to long-term care in our county!
Campaign Update: November 2025

IHSS providers in Solano County and their families were celebrated during a caregiver appreciation dinner on November 10th.
Families from across Solano built community with each other over dinner while Solano County Supervisor Wanda Williams attended the event to connect with the families. Supervisor Williams also answered pressing questions from SEIU 2015 members.

On November 18th, 2025 Solano home care workers and allies returned to the county Board of Supervisors chambers to read a proclamation declaring November as Family Caregivers Month. This proclamation was a way to apply continued pressure to the Board of Supervisors and let them know we are always fighting for recognition and the betterment of our community and we will not be discouraged!
Campaign Update: October 2025

For months your Solano County bargaining team has been working hard at the table, and in the community. They have been tirelessly fighting for better wages and adequate care in their county, and they haven’t let up one bit!
On October 21st, 2025, Solano County home care workers and allies stood in front of the Board of Supervisors to share their personal stories. They expressed to the Supervisors that there is a dire need for home care workers to receive better wages and adequate care in order to improve access to long-term care in Solano.
IHSS provider Mar Angeles shared that if the county doesn’t raise wages, she fears a day will come that she will have trouble finding home care workers for her own son in the future.
Shortly after, IHSS provider Eloise Wright gave a personal account on how the lack of adequate care and low wages are forcing many IHSS workers in Solano to seek work in outside counties with higher wages.
Next, IHSS provider Minerva Chavez shared the hard truth of how continued lower wages for home care workers in Solano county will create a hiring crisis that would affect her family and many others.
Then, in an effort to make sure the Supervisors understand that there are real people behind this cause, IHSS provider Elizabeth Cruz expressed how rising bills and low wages create unlivable conditions no person should be in.
Finally, SEIU 2015 member Carl Vincent called out the Board on their lack of support, especially from Supervisors who advocated for higher wages and better care in the past.
