In July 2025, the Trump Administration proposed a new federal rule that would strip away minimum wage and overtime protections for millions of home care workers nationwide. These types of attacks on home care workers have happened many times throughout history. Each time, it was home care workers who stood together—across race and geography—to fight back and win the worker protections we rightfully deserve.
This year was no different. Because of our advocacy and activism, we were able to rush a historic piece of legislation, Senate Bill (SB) 156 through the state legislature. Many of the worker protections we’ve won in the past, like overtime, minimum wage, and paid travel time between clients were dependent on federal law, which Trump is now changing.
SB 156 is the nation’s first-ever bill that protects all that we’ve won by codifying it in California state law.
Here’s a summary of what we won in SB 156:
- Protect home care workers’ union rights
- Preserve union member privacy
- Protect workweek and overtime protections
- Strengthen our ability to hold counties accountable who refuse to negotiate
- Keep caregivers’ paychecks and dues deductions stable
